Why not "off-shore" them? It would be cheaper and we wouldn't really have to worry.

And I guess escape would not really be possible. Actually, I do like the idea, especially for repeat and violent offenders. Life imprisonment in Siberia... perhaps even a worse punishment than the death penalty.
