Yes Letterman has apologied and I honestly don't hold this against him or think less of him for it. Why are we discussing it? Mostly because it's fun or it wouldn't have gone on this long. It isn't even about Letterman so much as a question of what is right or wrong, in entertainment and in politics.
It's just an interesting topic for debate and nothing more.
