Absolutely not. Whatever the faults of the imperial Brits, they gave as much or more than they took, introducing roads, hospitals, schools and the rule of law around the world.
And it's not as if they were sending stormtroopers to roust innocents in Eden; for the most part the regions that are plagued with ethnic conflict today were like that before the British ever got there, and in many places the Empire managed to at least keep a lid on it for a century or two.
