Not quite unprecedented, but close. The Ancien RĂ©gime of the later Louis' and Czarist Russia were unabashed about the separation between the absolute elite and, literally, everyone else. The bottom of society didn't deserve a first thought much less a second. What the masses thought about the opulent lives of the uppermost class was of as little import to the strutting rulers as what the floor thought about being walked across.
