What is this cap thing? The act also lays out a liability scheme; under the act, BP is responsible for $75 million in damages, though the law allows “unlimited” liability in certain situations, like a finding that the defendants was “grossly negligent” or violated other federal laws.
Only $75 million? On Monday, two Democratic senators introduced legislation to raise the $75 million cap to $10 billion. The bill also proposes that claimants would be able to collect damages from future revenues for the fund, with interest, if damages exceed the $1.6 billion held by the trust fund.

Only 75 million? That's nothing! And how hard is it going to be to prove that BP was "grossly negligent"?
My point is, however, that this need not have happened and, I believe, would not have, if gov had simply done the job they were/are being paid to do.
I think they have done the job they were paid to do. Just depends on who we think is actually paying them.
