Everytime I hear someone mention Bush's 26% approval rating, I quickly hear someone else point out Congress's 16% rating. Or is it 14%?

I don't know, I just don't find the Congressional numbers nearly as horrifying as the presidential ones. Is this my bias showing through? Does anyone else feel like Congress is really trying, and Bush just isn't? Should I just grow up and accept that Congress really is just as bad as he is?

I just can't do it. I just don't believe they are.
