The lights went out and nobody knew where to go or what to do. I'm surprised more lives weren't lost. especially since the Public address system and the crew told people all was ok and they should return to their cabins. It seems to me that there should be some sort of internationally accepted standard the specifies that a ship/cruise ship must be evacuated as soon as it is clear the the hull has been damaged and ship is taking on water.... unless for some reason conducting such an evacuation is considered a less safe option.
