Actually, if you read the scenario, it makes sense. Economic collapse perpetrated by a conservative government pursuing austerity programs leads to millions of starving pissed off people. It is the military's job, in our political theory, to do that.
I applaud planning. All this plan does is kill trees and bleed ink. Seems to me that is a better use of the military than visiting foreign countries to meet interesting people and kill them.

What is really interesting about this is to show that there is concern that right wing violence will spin out of control.
