I don't think Democrats are quite so regimented as to vote en bloc against anything a Republican suggests, and for anything a Democrat suggests (like what we have seen Republicans do in the US Congress).
If a Republican introduces a bill that some Democrats in the state legislature see as a good idea, then I think those Democrats will probably vote for it. So Republicans still have the same basic power as any member of a governing assembly: The power to persuade other members to vote for their bills.
