An Executive Order does not allow the President raise funds. He has already ruled out the 14th Amendment to the Constitution. So we will be in this impasse until the Federal Government collapses or one side or the other backs down.

Yes, I know about the Trillion Dollar Coin idea, and that isn't going to happen. It runs into the same problem that using the 14th amendment does. The Constitution is pretty explicit about who has the power of the purse.

Good thing the fact that the expenditures have already been enacted by Congress and signed into law by the president is meaningless. What a brilliant maneuver when the GOP put into law that not only does the government have to authorize spending (a Constitutional requirement), the government has to authorize the expansion of the debt to cover the previously authorized spending ( Law of 1917, that can be amended or revoked at any time by a majority of each house (theoretically, but the wisdom of Senate rules have squashed that madness) and the signature of the president. ) Heartening to see that a piece of theater (like the raising of the debt limit) has more validity than constitutional provisions. Handy when it is imperative to assure the Usurper's failure. There is nothing more important to the existence of America.
