Seems like a reasonable process. We lease public lands in the United Sates. Neighbor has a lease on a camp site at Myles Standish State Forest. Been in the family for generations and the rent is exceptionally cheap thanks to a lease signed generations ago. And the way or government uses the Civil Forfeiture Act why lease?
