I believe they do want more than baseline die-hard GOP public support. That would make it a bit easier when it happens. I will speculate the Pres doesn't need any confirmation from Congress. He will act and claim it was in our national interest.

The White House has, apparently correctly, concluded that they have as much power as they ever did with the rubber-stamp Republicans running Congress. And now they can blame everything that goes wrong on the Democrats (logic is not necessary here, since no one appears to use it any more).
If George W. Bush decided he wanted to stay on for another year or two, just to Stay the Course some more, who is to stop him?
