In my opinion, creating jobs is the key. Assistance should be available to ALL who need it, and of course, some form of triage would be necessary- as it is even today, excessively and punitively so, for minorities. I think the main point is that without changes to the underlying system, band-aid approaches are just that, and nothing more. The UBI could be a tool toward promoting those changes, while itself not being the ultimate solution. In that sense, I think it might be a good idea.
