As someone who worked on insurance regulation, I can tell you it is a terrible idea to make it national. Why? provided one major reason - costs vary wildly by State. Every State has an insurance regulator, so insurance is one of the most highly regulated industries in the country. There is very little nationally-available regulatory structure. Aren't those all very good reasons why insurance should be national?
