Imagine what spending five and a half trillion could have done for the USA. Most likely we would have already cracked the nuclear fusion problem, provided healthcare and higher education to all who are willing to do the work, refreshed our aging infrastructure, made ridiculously glorious advancements in renewable and eco friendly food production for the world, maybe even cured every type of cancer currently known and a few yet to come, eradicated AIDS...five and a half trillion dollars is a lot of solutions.
