I think we should discourage this by making it expensive. By law, change all commercial phone rates so there is no bulk rate. Every call cost them a dime. I think businesses would be a lot more careful so they only called when someone is ready to talk. You could still have unlimited calls on cell phones and private land lines.

Not sure how that can be implemented on business VoIP services.
I mean, I am sure that it probably can be but good luck getting VoIP services to implement it without a huge fight.

What needs to go away is the whole "spoofed number" bit.
If a business calls you it should not be able to spoof a number, or block the number. The displayed phone number MUST be a real number with the ability to call it back and that number must be owned by the outfit doing the calling.
