We had to go with California's fire insurance of last resort, when all the insurers decided not to cover anyone in the high fire danger area. They just did it by zip code and city limits. So the FAIR plan is a pool of those insurance companies that want to do business in the state, and the rates are based on actual fire danger, so we have a lower premium then we used to! They do send an inspector out to look at your house and objectively rate it so they can raise your rates if necessary.
