Nice to believe that is what was going through their minds, unfortunately at the time clerks would randomly capitalize words, typically nouns i.e. most likely means nothing of importance.
I would rather think the Founders (notice my use of capitals) understood the role of the government they were trying to implement i.e. not only provide physical security but provide public services.
