Espionage came first, getting back at her ex, second. West Virigina and clandestine government work usually are not hallmarks of Liberalism.  DOD is pretty conservative. The non-DOD Intelligence Agencies may surprise you  There was famously quite a lot of anti-Bush sentiment in CIA, for example.

Intelligence agencies prefer intelligent politicians. Or at least politicians who listen to them. They have a huge expensive set of agencies with the express purpose of informing and amplifying the President's intelligence about the world. When they get ignored, that's a direct threat to their very existence.
