Since WWII all our wars have been by resolution, not a declaration of war as the constitution states should be the case. A declaration of war would mean putting the people on a war footing and all that entails. That doesn't have to be done with a resolution. In fact our governmental leaders have become very adept when we're at war to have the people live normal lives back here in the states as if no war was going on. Our leaders do an excellent job of keeping the American people insulated from war.
