Boops seems to bristle at totally random people, appearance does not seem to be a factor.
I guess she's using some kind of canine sixth sense about their vibe, or aura, or whatever one would call it.

I've watched her run up and snuggle many of the very folks you parenthetically referred to and then wig out at some guy in a suit and tie.
