Historically, it’s been congress who gets the blame. Usually the party out of power, but not always. There’s quite a lot of people out there not paying any attention to what Trump is doing. If whatever Trump is doing doesn’t affect them personally, they don’t care. A shutdown may or may not get their attention. At this point, the next election is two-years out and voters have VERY short memories. Dems need to muck up Trump's plans as much as possible.
