Your statement doesn't even make sense from a practical point of view. Consider that there are terrorists groups in all Muslim countries trying to over throw the current governments. Why would Islamists try to overthrow Islamic countries? But you have argued that all countries which practice Sharia are Islamic. So how many ways are you going to use the word Islamic? Now many of those countries have authoritarian governments, so what is it the Islamists don't like about them? Their lack of freedom? Islamists it would appear don't like anything.
In essence what you are asking is why does Osama bin Laden want to overthrow the government of Saudi Arabia? Saudi Arabia is one of the most Islamic countries in the world yet it is not Islamic enough for Osama bin Laden. That is why the Islamists want to overthrow Islamic governments. Those governments are not Islamic enough for the Islamists. A government can be Islamic but not Islamist. An Islamist government was the Taliban. Saudi Arabia is an Islamic government.
