That is because you choose to understand it that way. What Pres. Reagan was doing was to take the idea back from the racists and to return it to what it really means, the basic idea that our country was founded on a system of
Federal government. The racist interpretation has in it a grain of truth that our Federal government is not, or was not, intended to be the giant that it has become.
