If that statement is true, I wonder if it's hard to recruit good employees for jobs obviously held in such low esteem by the public.
I also wonder of the level of service you receive is a direct result of the level of service you believe public servants are capable of.
Having said that, I'll speak more directly to the topic, which is that if you reduce the number of employees without also reducing the number of services provided, the state will pay higher medical, recruitment, and turnover costs.
