I'd make government jobs (like DMV) work 4 days a week for 8 hours a day until crisis is over as well as streamline online services like paying all parking or traffic tickets online or schedule a date to contest tickets online.

I would cut pay for politicians by 25% until the crisis is over.

I would also (as you have mentioned) decriminalize marijuana and release all non-violent convicts.
