Do you believe that tracking down and and putting out of business the people who planned, funded, and engineered the bombings of the World Trade Center and the Pentagon will be better accomplished by doubling the effort that has failed for seven years, or by making a different kind of effort?
Not being privy to meaningful intelligence about capability and distribution of hostile forces, hard to be very cogent, but IMHO it will take both: a greater force in terms of capacity and a different force at least with respect to strategy AND tactics. As the Russians ably demonstrated, sheer force is not enough in a nation with so tribal a history and so hostile a terrain. (Of course, the U.S. demonstrated the same limitation of brute force in Southeast Asia.
