Not being privy to meaningful intelligence about capability and distribution of hostile forces, hard to be very cogent, but IMHO it will take both: a greater force in terms of capacity and a different force at least with respect to strategy AND tactics. As the Russians ably demonstrated, sheer force is not enough in a nation with so tribal a history and so hostile a terrain. (Of course, the U.S. demonstrated the same limitation of brute force in Southeast Asia.
