Actually they do have some teeth. Politicians are just afraid to bare them. Congress has some law enforcement officers who do have the power to arrest congressmen, confine them, etc. They also can refer subpoena violators to the Justice Department for prosecution. That's exactly what's happening to Bannon. His Contempt of Congress trial starts on July 18th.
